It's made by Julie Haus, and it's called the Lampshade Dress---too cute! I found it at www.shopbop.com. I go there often and peruse. Their look book is delectable eye candy, and they've got lots of great clothes.
And don't worry Sarah...when there's a will, there's always a way. In this situation, I say a nice shrug fixes my problem quite nicely!
Or a long-sleeved shirt and some leggings?
